PROJECT DEVELOPMENT AND ENVIRONMENT STUDIES
The Florida Department of Transportation (FDOT) requires that a Project Development and Environment Study (PD&E) be conducted for major roadway projects in accordance with the National Environmental Policy Act.  Scheda’s scientists have participated in more than 50 PD&E studies and are thoroughly knowledgeable of the PD&E guidelines.  Over the past 18 years we have assisted with PD&E studies for intracoastal waterway bridge replacements, roadway widenings, and development of new roadway corridors and alignments.  We have developed the appropriate environmental documentation for Categorical Exclusions (CE), Environmental Assessment/Finding of the No Significant Impact (EA/FONSI), and Environmental Impact Statements (EIS).  The specific areas that we can provide services for include:

  • Wetlands, including seagrass mapping
  • Protected species
  • Water quality
  • Outstanding Florida Waters, Wild and Scenic Rivers, and Aquatic Preserves
  • Farmlands
  • Section 4(f)
  • Contamination

FINAL DESIGN
Scheda’s professionals have participated in final design and permitting efforts for numerous transportation projects.  For final design projects, we are generally involved in permitting activities related to wetlands, water quality, and protected species, including mitigation design.  Our scientists are familiar with the provisions of Florida Statute 373.4137, which provides an alternative solution to wetland mitigation for FDOT.  Scheda designed the first wetland mitigation projects that were constructed under this program by the SWFWMD.

CONSTRUCTION AND MAINTENANCE
We have provided construction inspectors and/or inspector aides for projects that involve construction of large wetland mitigation or habitat restoration areas. 

In addition, Scheda’s biologists have assisted Construction Engineering and Inspection (CEI) and roadway maintenance teams with inspection of mitigation areas, and possess hands-on knowledge of FDOT construction procedures, standard specifications, and reporting and documentation procedures.  Scheda can assist your team in the following areas:

  • Resolution of nuisance plant species and protected species issues

DESIGN-BUILD
Scheda’s professionals routinely provide technical expertise to design and construction managers to resolve environmental concerns before problems arise.  Our experienced environmental staff provides clients with quality design-build options related to environmental tasks and innovative solutions when issues develop. 

This expertise has been cultivated from our long history in the transportation PD&E and design fields.  Scheda has a core group of in-house qualified individuals who have focused on the challenges and demands of the fast paced design-build process to continue to meet and exceed our clients’ expectations. Their commitment to this process has resulted in efficiency in providing our clients with expedient and cost-effective services.

Our professionals have substantial environmental experience acquired from completing a vast number of transportation projects, giving them an excellent understanding of project needs, and the ability to respond with efficient solutions. They work within the structure of our in-house Quality Assurance Program that provides guidance in controlling project development to ensure delivery of quality products that are on time and within budget.
